Severity Guide
Critical
Active threat, medical emergency, fire, imminent danger to people.
High
In-progress crime, major property damage, forced entry.
Medium
Suspicious activity, minor trespassing, equipment concerns.
Low
Minor violations, non-urgent observations, maintenance issues.
When in doubt, escalate severity. It's easier to downgrade than to miss a real threat.
